T/R-R bistatic radar is the most basic unit of radar network, which includes a receiving/transmittering monostatic radar and an independent receiving radar. Bistatic radar plays an important role in the modern electronic warfare. Shore-based high frequency radar has gradually matured after decades of development. The utilization of high frequency surface-wave radar in T/R-R configuration can not only expand the detection range, but also improve detection accuracy, as well as positioning and tracking capability. Under the backsurface that China hasn’t established perfect bistatic radar station, this paper mainly studies the detection performance and evaluation method of T / R-R high frequency surface wave radar.Firstly, this paper analyzes the basic problems of bistatic radar, including the basic methods of target distance and velocity estimation. Considering detection distance of the high frequency sueface wave radar is beyond visual range, it can not ignore the influence of the earth curvature.Secondly, T/R-R radar can obtain four quantities at one time,including distance between target and T/R station, the perspective of transmitter, the look angle of receiver and the distance between target and the receiver. The position of targets on plane can be determined by combining any two of the four observed quantities. Furthermore, by virtue of the combination of any three of the four observed quantities, height information of targets can be estimated. This paper carries out simulation analysis on the influence of spherical positioning accuracy and height of T/R-R high frequency surface wave radar. Redundant information could be compressed through the least square method so as to optimize the positioning performance, especially the positioning accuracy in the vicinity of the baseline.Thirdly, by bistatic high frequency radar basic equation, the detection range of T/R-R high frequency radar on the surface of the earth is studied. What’s more, the detection range of T/R-R high frequency radar with fixed antenna array column direction is analyzed. Meanwhile, this paper utilizes the ambiguity function to discuss the bistatic radar resolution and utilizes Cramer-Rao lower bound to improve the accuracy of distance and velocity for targets in different locations.Finally, the evaluation of bistatic high frequency surface wave radar is established based on discussions above several aspects of detection ability of T/RR high frequency surface wave radar. Moreover, the influence degrees of different evaluation indexes on the overall detection performance are determined by the fuzzy evaluation-analytic hierarchy process. Combined with the particle swarm optimization of evolutionary algorithm, the traditional analytic hierarchy process is further improved, and the results of each evaluation index is closer to the true value. The simulation results show that the evaluation performance of analytic hierarchy process based on particle swarm optimization algorithm is more stable and reliable.
