For lightening the pressure on cities power grid, ice storage central air conditioning is becoming more popular in our country. There is a key problem for developing ice storage central air conditioning system that how to take optimal advantage of the ice storage system, and make the ice storage central air conditioning more effective, and consumer can achieve the best benefit. To solve the above questions, we conduct a beneficial attempt and exploration. This system research content mainly includes ice storage central air conditioning control system design and load prediction.According to the process control requirements of ice-storage air conditioning, in this paper, an intelligent supervisory and control system based on IPC-PLC is proposed. The S7-300series programmable controller (PLC) of Siemens Company was adopted as the site controller. The main functions is to accept data from various sensors installed on the controlled equipments, conduct the corresponding operation (such as PID, timer,etc) according to the controller internal preset parameters and programs, control the controlled equipments, and according to IPC instructions to adjust the parameters or start relevant procedures to change or start the monitoring of controlled equipments. At the same time, another industry control software which is popular in china was used to develop the human-machine interface. The IPC program blocks consist of system safe management block, interface display block, real-time monitoring and controlling blocks, history data query, control adjusting block, data dealing block, etc.The ice storage air-conditioning system needs to determine the storage quantity for the night based on the second days predictive value, the purpose is to assure the stored cold quantity can be fully utilized in the next day and satisfy the requirements of the hourly cooling load. so the accuracy of load prediction is the critical issue of ice storage air conditioning system whether they can exactly achieve the request of the system’s needs. This paper proposes using artificial neural network to carry on the load prediction. Based on artificial neural network method, the load prediction model is built. Finally, we use the MATLAB software programming to structure neural network model, training and simulating the model by data samples collected, the simulation effect is good.
