Today, the remote video surveillance technology has been widely used, and the computer image recognition technology is too very mature. By the technology of remote video monitoring and computer image processing, we can achieve the automatic monitoring of flue gas emissions, which saves a lot of human resources, makes the test results objective and impartial, and monitors continuously the pollution source, so it can play an important role in environmental protection.Firstly, it is introduced of the blackness detection theory, including the background subtraction algorithm, BP neural network learning algorithm and Gaussian mixture model algorithm. The method of the automatic monitoring of flue gas emissions is introduced which is base of the technology of the computer-based image recognition, which is consisted of the image processing system of the monitoring points and the system of the automatic monitoring center. The method can be applied to detect automatically that if the gas emissions of industrial enterprises are excessive. The system will issue warning automatically as soon as the emission is excessive, and shows the points of the excess emissions and level of the flue gas Ringelmann blackness, which is suitable especially for the network information management. Then it is introduced of the video surveillance technologies which include image collecting, compression, transmission and storage of the image data.Lastly, it is discussed of the hardware architecture of the system, which consists of two modules of front-end and the monitoring center. The front-end is used to collect and compress the image data, and the monitoring center to complete the real-time image processing and monitor blackness, and the excessive data will be stored in the database. In addition, we can also query, playback the excessive data, and send control commands to the front end. The architecture of the system software is the B/S architecture, whose benefit is that the system does not need to install the client software, instead it runs in the top of the client browser. It is only needed to update the server-side software, when the system needs upgrade or maintain. So it can reduce greatly the client computer’s load, relieve the cost and effort of system maintenance and upgrades, as well as reduce the overall cost of the user.
