| It is becoming a fact that a large demand for application of online video in publicsecurity business need to be met, however the problem of inflexibility for systemdeployment hinder the way in previous large video conference system. A arm-basdsmall online video occnference system is present in this thesis,, which can be achievedthrough the application of embedded platform. The system can solve the temporary,vertical, small range of communication and coordination work effectively whichcouldn’t be achieved in large video conference system. Besides, it can meet with thedemand of abundant daily irregular scheduled communication work between thebusiness teams and the police stations in basic level.The network video conferencing system uses a three-tier system to achieve. Paperfirst complete analysis of the functional requirements of the system and performancerequirements, submitted on the basis of a certain hardware platform extensibility. Andthesis focused on research of network video conference system designed andimplemented specific code, and start with software development, gives details of thesystem and processes. A complete implement and result of the embedded videoconference system will be finally expounded in this thesis.
