The research of this topic is based on the project of Chengdu Environmental Protection Bureau (EPB) Zongliang Jianpai business sytem. The heavier of the environmental protection tasks put forward new requirements on Zongliang Control office in the area of accurate accounting, data analysis and others. The traditional approach that relies on Excel can no longer meet business needs. It was urgent to research and development of high performance custom information systems. However, confronted with the information systems of various departments, the Information Center of EPB faced with a series of questions, such as management difficulties, low equipment utilization, high maintenance costs and so on. The idea of cloud computing provided a good solution ideas to solve these problems.The main study object of this topic was achieving environmental protection private cloud platform. Firstly, the actual needs of the EPB was analyzed, environmental protection private cloud platform services architecture was put forward and the overall framework of environmental protection private cloud platform was designed. And then, through designed and discussed the two aspects of the infrastructure service model and software service model in detail, corresponding functional framework was designed respectively. In the aspect of infrastructure services, excellent open source private cloud project OpenStack was used as the prototype, the model framework for the implementation of infrastructure services was put forward. It got the virtual desktop services. In the aspect of software services, the integrated architecture of combined with infrastructure services and software services was put forward. Through infrastructure service management platform for secondary development, application deployment interface in the old management platform was designed. It achieved the function of software application deployment and management. Next, the study of the system architecture was lauched by using the Zongliang Jianpai business system as the study object. Starting from the Zongliang Jianpai requirements, the processes of Zongliang business was analyzed. Adopting the unified modeling language for system modeling, the SaaS-based system logical architecture and technical framework was put forward. It achieved by coding system in J2EE development platform. Finally, using the Zongliang Jianpai business system as experimental subject, the infrastructure services and software service function as well as the Zongliang Jianpai business system performance were tested respectively. And then the results of the test were compared and discussed.Cloud computing has the characteristic of data security, lower client demand, sharing of resources, ease of management and so on. Meanwhile, the direction to solve a series of problems faced with by the EPB was pointed out by the diversification of service model. In response to the practical problems faced with by the EPB, this topic proposed solutions from the private cloud point of view, built the framework prototype with excellent open source private cloud project, realized the infrastructure services and software services after future design and improve lastly, tested by Zongliang Jianpai business system. The results showed that environmental protection private cloud improved equipment utilization effectively, simplified management approach, reduced maintenance costs, as well as proposed other enterprises to establish a private cloud platform provides a reference value.
