EMM is used to provide the user equipment mobility management. When LTE users want to switch it on, you will be placed into the appropriate cell. Bidirectional and safer authentication process is initiated in the attach process, and safety protection is established through the security mode control procedure between the user and the MME. From the starting up to be able to conduct the session, you need to complete these processes are provided by EMM entity to provide users with services. Therefore, realization of the EMM entity establishes the foundation for realizing LTE technology.The thesis comes to the detailed description of the system’s network architecture, including UE, E-UTRAN, EPC, and describes each module contains network elements, explained each network elements function and related interfaces in details. Last, the paper expounds the concrete design and realization of each module method in the EMM system, these modules main include EMM state transition, EMM common procedures, EMM specific procedures, EMM connection management procedures, and UE context management. And test these modules from success, failure, abnormal perspective.
