With the development of information technology and military transformation, the traditional pyramid Command and Control System which has problems in interoperability and information processing will surely be changed to net-centric and informationize Command and Control System. Service oriented architecture with its characteristics of loose coupling, independent of operating system and programming languages, supporting efficient integration of application systems and accommodating changes of business processes has become the important supporting technology for sharing military information resources and integrating applications. As the Command and Control System based on SOA can dynamically acquire information of war according to battlefield situations, implement interconnection, intercommunication and interoperable between systems and meet operational requirements under the condition of Net-Centric Warfare, so it is of great importance to study the Command and Control system based on SOA.In order to effectively solve the problem of applying SOA technologies in Command and Control System, studying the Architecture of Command and Control System based on SOA is especially important. For this reason, the concept and characteristics of SOA and service, and the implementation technology of SOA are analyzed. The architecture, protocol models and characteristics of Web Services are studied. The Architecture of Command and Control System based on SOA is built using modeling methods from the point view of technology structure. Organization model of Command and Control System based on SOA is proposed to confirm the composition elements of Command and Control System. Communication model of Command and Control System based on SOA is proposed to confirm information interaction modes and protocol standards of organization model. Function model of Command and Control System based on SOA is proposed to confirm the system’s function structure. Information model of Command and Control System based on SOA is proposed to confirm informationize of military services, as well as the creation process and call method of services are given. Based on the proposed organization model, communication model, functional model, and information model, the Command and Control Simulation system based on SOA was designed and realized on Java development platform, selecting military warning, monitoring, and feedback as simulation case, using Web Services related technologies XML, WSDL, SOAP, UDDI with Spring, Struts technologies. The simulation demonstration shows that the Architecture of Command and Control System based on SOA built in this thesis can provide theoretical basis for construction Command and Control System based on SOA, the given creation process and call method of service can provide technical support for informationize of military services.
