The number of Web Services appearing on the Internet with the same function and available for user to choose becomes more and more, and services can not be distinguished effectively to meet user’s expectation from the function level, hence it is urgent that meticulous service discovery should be executed from non-function level. As the main component of the semantic Web structure, ontology provides basis for information interaction in semantic level with clear definition of concepts and normative description of relationships, and applying it to non-functional Web service discovery will be more available for machine to understanding service and intelligent discovery. So this paper mainly focuses on the research of the semantic Web service discovery model from the QoS angle with ontology technology.Firstly, the research builds a QoS ontology through the demand analysis of QoS and ontology for service ontology to solve the defect of lacking of semantic description for QoS. The specific process of ontology construction is analyzed, and the vocabulary composition of ontology is described in detail. Besides, the parameter class of ontology is extended concretely and also the parameter instance is depicted.Then, a semantic Web service discovery model with QoS authentication agent and semantic matching engine is put forward based on the QoS ontology by expanding the structure of Web service. The function modules are analyzed, and the principle of service registration and publishing, service request and service monitoring and feedback of QoS are described, and the mechanism of data assessment of QoS is also discussed.At last, aiming at the problem of lacking the consideration for user preference, the formation and representation of preference of quality selection is analyzed firstly by this paper. Based on this, the service selection procedure which combining user preference and emphasizing the match of semantics and quantitative value of parameter is brought forward, and the implementation process is discussed. Finally, its algorithm description is realized and the features of this procedure are exemplified.
