With the development of microelectronics technology and the maturity of SOC technology, the processing performance of embedded processing chip is greatly improved. It becomes possible to use this chip for processing the large amount of data. At the same time, the rapid development of wireless communication technology, using the existing advanced technology to change the disadvantages of traditional video monitoring system has become a significant research.In view of the actual application requirement of network video monitoring equipment, and the combination of some new technologies, such as embedded system, wireless communication and video compression, this article achieve the H.264wireless video monitoring system based on3G technology and DaVinci technology. With DaVinci TMS320DM6446as the system hardware platform, it has dual-core architecture of ARM926EJ-S and DSP C64x+, and H.264compression algorithms operation independently in DSP Codec Server end. This way reduces the consumption of system time. The whole system has completed some work, it mainly includes:build a3G wireless network environment, make it achieve3G wireless Internet access and use the3G network for transmitting video data. Analyze RTP packaging strategy in video transmission process, and complete the sending process of RTP pack. On this basis, according to the packing process, complete the decoding design, make the receiving end recover the H.264video file of before package and use VLC player to play. At the same time, realize remote control and access through the embedded Web server BOA. Using VC6.0software, write a millisecond clock, and make use of it to measure the delay time from the sending end to the receiving end. Use JM simulation software, research the coding code rate on the influence of rate control, and propose code rate control strategy for guaranteeing video transmission.This system has basically realized video transmission based on3G network, and at the receiving end has also obtained a good effect of observation. But there are still some problems that need to be improved.
