With the rapid development of modern city construction, the intelligent community building has been showing to be tendency. More and more domestic meters, such as energy meter, water meter and gas meter, are widely used in daily life. Because our country at present, the worker need to enter the community and transcribe meter data. This not only human error exists, also inevitably the waste of manpower and material resources.By the compute technology, various kinds of Automatic Meter Reading (AMR) systems have been designed, and a great deal of on-site operation work gradually transitions to digital. It not only reduce the need for troublesome manual work, but also earn good economical effect and social effect. The species of remote automatic meter reading system are diversity.But in the practical application of the process, there are some drawbacks existence. This paper studies the remote automatic meter reading system is based on the needs of a new residential area.This article first elaborated the task significance, application background of the remote automatic meter reading system, analyzes their respective characteristics, bringed forward the main work, entire project and then focuses on the design and implementation of remote AMR system based on Hm701ESP. Communication mode of this system is adopted widely based on the RS-485electrical characteristics of asynchronous serial communication technology,. In addition, the important chip OV7620in this system is described and designed and the dissertation take effective methods to enhance the anti-jamming ability and reliability. Through the testing of the system and the actual operation results, this system is convenient installation, reliable operation, stable, simple operation, copied data is accurate, reaching a predetermined goal, satisfy the actual demand, has a high value of Engineering application..Additional, the water image in this paper was shooting by digital cameras. The Water meter automatic recognition is the front part of the digital real-time wireless Multi-media system and the image processing and digits recognition are its two core technologies. According to the trait of water meter characters, the article first takes filtering, binarization in proper order as pre-treatment, then combines the projection method to divide characters, finally recognize them with template matching method. We test the system by hundreds of water meter images available, and improve the system according to the experimental results. The results show the final proposed scheme is feasible...
