In recent years, nature disasters happened frequently in China, which caused a huge negative impact to the economic and social development of China. As the supportive resources, the distribution management of emergency relief supplies is getting more and more attention. However, there are many uncertainties during the nature disaster management process and it’s a common phenomenon that many disruption events will happen during the distribution of relief supplies, including the address of emergency demand point changing, demand changing, distribution capacity changing, service time window changing, etc. In that case, if the rescue vehicles still perform the distribution tasks by the original path, it’s likely that part of the emergency demand point’s demand will not be satisfied. Therefore, it will be of great significance for keeping the timeliness and stability of the whole nature disaster emergency logistics distribution system and improving the emergency response mechanism for nature disasters of China, if we find a way to use the ideas and methods of disruption management to balance the interests of all parties and quickly generate a optimal adjustment plan to make the negative influence of disruption events as little as possible.In order to solve the feasibility problem of the original optimal distribution plan caused by the road network paralysis, vehicle breakdowns, epidemic, etc, this paper studies the system disruption problem of nature disaster emergency logistics distribution based on the theory of disruption management. Firstly, this paper builds a initial distribution model which can minimize the delay time of the total supplies. After that, this paper classifies the disruption events according to the features of the nature disaster emergency logistics, and proposes the disruption identification methods for each disruption event. Then, this paper quantified the disruption events according to three indicators including victims dissatisfaction, path deviation and distribution cost. On this basis, this paper builds a disruption management system model for the nature disaster emergency logistics distribution using Lexicographic method, the primary objective of this model is to minimize the deviation degree of victims’dissatisfaction. Finally, this paper carries out an improved GA simulation using matlab7.0and compares the result with the adjustment plan made by the traditional scheduling and rescheduling method, which prove the validity and superiority of this model while handling the disruption events of nature disaster emergency logistics distribution system.
