This essay has firstly sorted out the situation of the early Cause of Newsletters in China,and then focused on the reason of establishment and development of Kuo Min Tang’s (KMT)Central News Agency (CNA) to introduce the practice of journalism which Hsiao Tung-Tzumade to promote the development of the cause of modern communications.Secondly, the author analyzed the news career path of Hsiao Tung-Tzu which combinedwith his family, education, and political background. His career path could be divided into threestages: the former CNA period (experiences in early years), in charge of the CNA period (1932-1950), the later CNA period (moved to Taiwan). The author highlighted the innovativeinitiatives, the timely manner to transfer war messages in Anti-Japanese War and theentrepreneurial practice to promote the development of China’s modern communications whenhe served as the CNA president. In addition, this research explored his news ideological originsand opinions under the political constraints by analyzing concrete examples of journalismpractice activities, social interaction and personal works.Even though Hsiao Tung-Tzu maintained the interests of the Chiang Kai-shek and theKMT because of the bound by his political identity, the researcher has found that he still firmlyimplement entrepreneurial approach to turn the CNA from the KMT’s public opinionmouthpiece into a professional news media organization.Outcomes of the research suggest that the Hsiao Tung-Tzu’s news events have limitationsbecause of his publicity duties as a KMT’s journalist. However, his business philosophies aboutnews media, professional attitude and sense of independence not only are worthy and respected,but also have the important era values and progressive significance.
