The research of thermal power plant’s optimal load dispatch which can improve the economic efficiency of power plants has important significance. It not only responds to the requirements of the energy saving and emission reduction and sustainable development strategy, but also adapts to the reform of power market, which Power Plant and State Grid are working separately and the Grid select the cheapest electricity price among Plants.The thesis considers mill’s start and stop and compensating electricity price into the classical plant optimal load dispatch, brings a new constraint and optimal function, proposes the solutions of constraints and an improved Genetic-Tabu Search (GA-TS) algorithm. Besides, the simulation platform of the Load Dispatch System is discussed in this paper.In power plant, the start and stop of mill’s both need to be prepared, we call it the relay ranges of mills. When plant works in these relay ranges, the economic efficiency stability or safety maybe not good enough. So we consider these ranges as Prohibited Operating Zones (POZs) and bring it into the mathematic model of optimal load dispatch as a constraint. This paper proposes strategies of constraints and in order to solve the non-convex property caused by Prohibited Operating Zones (POZs), an improved GA-TS algorithm is proposed. Takes an8-unit power plant for example to simulate, the result shows the effectiveness of the strategies and algorithm.Because electricity generated by thermal units with high desulphurization rate is forced to be bought with a compensating electricity prices by the State Grid, the plant optimal load dispatch considering compensating electricity price and mill’s start and stop is proposed. Considers electricity prices to the objective function to maximize the whole plant economic efficiency as the optimization objective of the mathematical model, and uses the improved GA-TS algorithm proposed above for the simulation analysis, analyses the dispatch differences between the new model and the classical model and the impact of the electricity price and coal price to the profits.In order to test whether the theory research has the value of practical application, and to test the accuracy and stability of Load Dispatch System before it is applied into the plants so as to reduce or avoid the bad influence to the plants, the development of a simulation platform is proposed. The simulation platform consists of a Simulation Model System, Communication System and the Load Dispatch System. Simulation Model System is the basis of the simulation platform, developed by the graphical software LABVIEW which is designed by National Instruments as a tool to simulate actual operating conditions of the thermal power plant, especially the state related with load.
