Nowadays, with the growing trend of economic globalization increasingly obvious and Knowledge Economy developed rapidly, the level of first-class university has increasing become an important manifestation of one country’s comprehensive national power. Colleges and universities has been realized that the cultivation of international talents who meet the needs of society development can only be achieved by international cooperation and exchanges, therefore, internationalization of higher education has become inevitable trend for future development of universities. Egypt’s excellent geographical location makes it deeply influenced by oriental and occidental culture. Besides, Egypt government paid much attention on its education, so Egypt’s higher education has played a significant role in Middle East and Africa. Although Egypt is an Islamic country, it was not bound by religion in its development. After independence, Egypt’s government has adhered to opening-up policy for higher education, developed extensive cooperation and exchange with the developed countries of the West, and learned from successful experiences of other countries, so the features of internationalization on its higher education is very obvious.Both Egypt and China are renowned ancient civilizations. Though the differences exist in natural conditions, cultural traditions and social environment, the development tracks of their modern education are similar. As the most political influential country in Northern Africa, there are a lot of valuable experiences in its development of internationalization worth to be learned. This paper concerns the development of Egypt’s internationalization of universities, and analyzes the reason, policy aims and the implementation process, to give a whole picture of the development of Egypt’s internationalization of universities. The core problems in this research including:(1)How about its historical process in developing internationalization of universities;(2)As a developing African country was deeply influenced by religion, why Egypt’s universities will take such measure for its internationalization;(3)Why the level of Egypt’s internationalization of universities be a leading position in Middle East while its economic development is not significant;(4) The challenges and problems confronted in the process of internationalization of Egypt’s universities, its development tendency and the valuable experiences that all those developing countries can be learned from Egypt’s internationalization of universities.According to the research of the above questions, this paper differentiates and analyses the relevant theory and basic conception, and combs out the connotation of university internationalization. The second chapter introduces the Egypt’s higher education system, including an introduction of public universities and private universities and higher education system of religion in Egypt. The third chapter gives an overview of Egypt’s history in the implementation of internationalization of higher education and the development of its contemporary university internationalization. After that, it discusses the reasons of Egypt taking the internationalization in higher education. The fifth part introduces an important reform measures which were taken in the Egyptian higher education field, that is Higher Education Enhancement Project, for the implementation of many education reforms have a great influence on the internationalization of the colleges and universities in Egypt, Finally it summarizes the development trends and challenges of Egypt’s university internationalization to draw a reference from its case.In conclusion, the development of the internationalization of higher education in Egypt has a long history; there are a lot of factors in politics, economy and culture which influence its universities internationalization. Although there exists a lot of problems in the process of the development of internationalization of higher education, currently, Egypt’s university internationalization has an important influence throughout the Middle East and Africa.
