The biggest challenge that our country compulsory education faces is the balanced development of compulsory education. Building an early warning mechanism that applies to the balanced development of compulsory education is important to promote the balanced development of compulsory education. Therefore,against the non-balanced development of compulsory education, we propose to build a scientific early warning mechanism. But how to construct the early warning mechanisms? This paper considers the problem to be studied and explored from both theoretical and practical aspects. First, in theory, the theory of balanced development of compulsory warning mechanisms include the connotation, features, goals, ideas and other requirements of balanced development of compulsory early warning mechanisms. Secondly, empirically speaking, this paper analyzes the compulsory allocation of resources of Zhejiang, Shandong, Henan, Hunan, Guizhou and Gansu involving15indicators, including student-teacher ratio, school size, dangerous area, the total fixed assets value, the value of the purchase of special equipment, general books number of books and e-books number of books, educational income, education student financial assistance income, business income and other income, education spending, institutional expenditures, wages and welfare spending and budget expenditures. Through the analysis of urban and rural, regional and district three levels, we can find:1. Our elementary school area, fixed assets, education, income and education spending per student’s Gini coefficient is about0.4-0.5comparing urban and rural areas in2004-2007. Student budget expenditure Gini coefficient is greater than0.6, the Gini coefficient of the number of books and general books financial subsidies revenues are located within a relatively reasonable range. In junior,seven indicators’Gini coefficient fixed assets, expenditure on education is between0.4-0.6; while the student budget expenditure is over0.6. From a regional perspective,in2004-2007,whatever the elementary and junior, the purchase of special equipment value, the number of copies of electronic books, education income, financial assistance income, business income, other income, education spending, and institutional expenditures and budgetary expenditures all have shown higher in eastern China and Central China, China higher than in central western China.3. From the county perspective, in2004-2007,whatever the elementary and junior, Zhejiang Province14indicators are much higher than other provinces, The low indicators are mainly concentrated in Guizhou and Gansu provinces, In response to these problems, the government should take measures. We can strengthen early warning management advocacy, promote legalization about the early warning mechanism, strengthen the construction of early warning information management systems, improve the information disclosure system and establish accountability. These measures can fundamentally solve the dilemma about the unbalanced development of compulsory education.
