Education is the revitalization of the nation, the cornerstone of socialprogress, is to improve the quality, promote the comprehensive development ofthe fundamental way in the hands of millions of families hope for a better life.Power must first be strong to teach. Since the founding of New China, the partyand the country has always attached great importance to education. After60years,especially the reform and opening up30years of unremitting efforts, in ourcountry such a large developing country with1.3billion people, we opened up apath of development of socialist education with Chinese characteristics, and builtthe world’s largest education system, to protect the millions of people the rightto education, urban and rural compulsory education free full realization of therapid development of vocational education, higher education into the popularstage, a major step towards equity in education, raise the level of education, hasmade remarkable great achievements. The continuous development of educationin China has greatly improved the quality of the whole nation, to effectivelypromote the technological innovation and cultural prosperity, and promote ourcountry from the population of power to a change in human resources in thecountry, for our economic and social development has made a significantcontribution can not be replaced.Sixty years of education has improved steadily for60years. In this historical process, we continue to deepen the educational development of China’ssocialist understanding of the law, draw a very important conclusion. First,education is the most fundamental state and the cause of national development,education must adhere to the party leadership, a clear government responsibilityfor the development and management education, the implementation of thestrategic position of priority to the development of education, achieve educationaland economic and social development, give full play to education in the party andthe state of the basic, guiding, overall status and role. Second, the fundamentalpurpose of education is to cultivate virtue, wisdom, all-round development ofsocialist builders and successors, we must fully implement the Party’s educationpolicy, to promote the healthy growth of all the school work as the starting pointand ending point. Third, the vitality of the development of education reform andopening up, we must always follow the modernization, the world and the futurerequirements, based on the primary stage of socialism’s basic national conditions,adhere to the combination of inheritance and innovation, deepening educationreform and educational reform. Fourth, education is to improve people’slivelihood and promote social harmony and an important way, we must adhere tothe people, to promote equity in education, protect the citizens shall enjoy theright to education. Fifth, the development of education lies in teachers, we mustclosely rely on the teachers and educators, law school education and teaching tofollow and constantly improve the political and professional quality of teachers,promote respect for teachers in society. The important conclusion is too preciousto have been in the "Education Plan" to be reflected, but also to promote educationreform and development and constantly enrich and develop a firm grasp.This paper is divided into three parts. Part1: concepts and theoretical analysis; Part II: the outstanding problems existing in China’s balanceddevelopment of compulsory and its causes; Part III: Countermeasures to establishbalanced development of compulsory concept of scientific mechanisms.Fair values are educators in the important work values. This is the impact ofbuilding a socialist harmonious society, a major problem. Based on the educationperspective studies, to guide the education and training to establish a correct andfair view of the development of relevant departments to develop measures toprovide theoretical guidance and reference.
