An important part of the university personnel system reform is the reform of the internal management system, which is also a basic work of university reform success. On the reform of the personnel system in Colleges and universities, if the "appointment system" is the foundation of China’s reform,"Diversified management" is the reform measures, then "dilute the administrative standard" is the reform demands,"people-oriented" is the value orientation of reform. How the fate of personnel system reform of colleges and universities, the impact, especially the main concern of this paper on the impact of young teachers’ Ideological and its countermeasures.Related research results of this paper discusses the reform of the personnel system in Colleges and universities home and abroad, and the related concepts in this article are defined, and points out the research significance in theory and practice. With the example of G university personnel system reform of the personnel system reform, analyzes the influence on young teachers thought, cause negative effect to find, then concludes the common on such issues in general colleges and universities, and puts forward some concrete measures for constructing the "people-oriented" personnel management service concept and deal with the negative effects of the. Hope that through this study, can provide the construction of young university teachers of institutions of higher learning at present stage of the reform of the personnel system, some new ideas and methods.
