The reform of university personal system is an important part of the reform of university administration system, it is also a task with considerable theoretic and practice. It is related to aspects such as polities, economy and education, yet the systematic theory and pattern are not established really in our country. Generally, during the more twenty years of reform and opened to the outside world, especially the lastly years, universities have gained experiences through their explorations in the field of personal system. But affected by planned economic system of the tradition, still there are a lot of drawbacks in university's personnel system. The universities personal system can't fully meet the request of the new changing situation in the 21st century yet, so, the reform of university's personnel system is extremely urgent.The report of the fifteen deputation meeting of CPC demands clearly "giving priority to educational instruction, quickening the step of high educational enterprises' system reform, putting resources to rational use, improving the quality of teaching and benefit of running a school." Under the guidance of Deng Xiaoping's theory and mind of the fifteen deputation meeting of CPC about the high education enterprise's system reform, the article puts together the applications of principle and methods to expound, such subjects as management, personal administrated, economics and education.The paper centers on introducing the creative thoughts and theory of modern human resource administration into universities and colleges. Combing the instance of teachers' training school of Longyan, the author discusses the drawback, reason, challenge, deficiency of reform that is existing in the university's personnel system. Also the author put forward the countermeasures concerning about deepening reform of personnel system of university in our country on this basis, in order to improve the school quality and efficiency in school management of our country university, by this, strengthen the competition of participating in the world of our country university.
