Currently, street begging is a very common phenomenon at home and abroad, and the phenomenon of begging and homeless people has become a problem in the world which urgent need and difficult to solve. It is a very serious impact on the country’s stability and social harmony, and has brought great difficulties and obstacles to the development of our society, it is resulting in a serious negative impact.Street children is a part of vagrants and beggars, they are minors, street children have a same part with them, but also has their own characteristics. In contrast, the economy of the street children’s economy and political status are lower, they belong to the bottom among vulnerable groups, they are often overlooked, and their fundamental right about life and development is difficult to be guaranteed, it urgent need about social concern. The problem of street children is a very serious social problem at home and abroad, how to give effective assistance to these children and help they return home, back to the community has been a problem that the government and society eager to solve. In the past few decades, the Chinese government has made positive exploration and practice to help homeless children, and achieved significant results. But due to neglect of the child’s psychological problems, lack of professional workers and so on, the rescue efficiency is very low, street children is very difficult to really return to the family and society.Based on the literature analysis about domestic and international rescue homeless children, pointing out that they have a basic living allowance, education, social support, return to the family and society, and self-development needs, aid agencies have much functions, such as reducing and preventing street children, provide society welfare for them, management and provide services for street children. Then pointed out that the imperfect aid policy system, shortage rescue personnel power, unprofessional staff, and the shortage of bailout funds are the problems in the current relief work about street children.With theoretical and rescue policy analysis about issues of street children at domestic and abroad, at first, this article introduced the characteristics of street children and the rescue status at present; second, analysis the causes of street children and the problems in rescue work; then summed up the experience of the United Kingdom, the United States, Japan and South Korea in the rescue work, to analysis for Chinese street children rescue work by introduction of bailout policies and patterns about these countries. Finally, provide some suggestions about how to improve our street children rescue work from the view by construction of a comprehensive and effective relief system, to strengthen cooperation with non-governmental organizations, and point out that if we want better relief work carried out by street children, the street children rescue system must to be dominated by the government, and let the active involvement of the social forces to participate.
