Educational should start off before social development. Education is the foundation of a national economic and social development and the basis of education lied in teachers,so it can be in a certain sense of teachers is the keys of a national economic and social development. But for the primary and secondary school teachers of related research is still relatively weak, thus it has a wide research space and important value. Of course, for the primary and secondary school teachers across the country is unable to pay and living conditions to be a comprehensive inspection of the long period of time all, so the author will select a small town in a specific period of time to study the primary and secondary school teachers group represented.Based on the early stage of the founding of the Linfen country public primary and secondary school teachers’ salary and living conditions as the research object.
