A Study On The Present Governance And Long-term Prevention Of Rural Hollowing Out In Heilong Jiang Province

With the accelerating of the urbanization, a lot of young adult labor force of thecountryside surge into the cities and leads to a lack of major labor force in rural place, whichbring about a hollowing out of the rural areas. On the basic of the field survey to some ruraland reclamation areas in Heilongjiang province, the research aims at studying the ruralhowling out phenomenon through analyzing the data of the rural family incomes, theoutflow labor force and the arable usage. Furthermore, this paper makes a comparisonbetween the rural part and the reclamation area in Heilongjiang province to uncover thehollowing degree systematically. According to the survey data, the hollowing phenomenon hasalready appeared in some countries in Heilongjiang province to some extent, the outflow laborforce in rural area is obviously and some parts of the areas are serious. The effects of the ruralhollowing out in Heilongjiang province mainly include: the left-behind elderly and theleft-behind children are commonly seen, land is abandoned and the new technology’s applyingand spreading is getting held back. Seen by the empirical analysis of the multiple elementregression and the Logistic regression model, the rural hollowing out in Heilongjiang provincemostly gets influenced by the income degree, the mechanization level and the educationallevel; meanwhile, in the long run, the rural hollowing out phenomenon in Heilongjiangprovince seems intense. To solve the problem, the main solutions including: referring theexperience of "rebuilding the areas" of the reclamation areas of Heilongjiang province,making the land property rights relationship clearly, developing proper scale management,encouraging the different kinds of newly agricultural managing subject development. Toprevent the long-term rural hollowing out, the solutions would be promoting the integrationbetween the rural and the urban, developing the agricultural technology and the mechanization,training new farmers, developing the family farm, etc.
