Effective implementation of the education policy is based on developing high-quality education policy,the process of policy formulation is the key to achieve scientific and democratization,plenty of people to participate in is helpful to solve the various problems that exist in the education policy.Teachers who have a special identity are at the heart of the educational system,with the advancing of the democratic process and the deepening of the humanistic ideas,the role of teachers are paying more and more attention in the process of policy development. As a kind of political measures of education,education policy is the embodiment of the education rights and interests and the nature of which is the allocation of public interests,so we need the broad participation of teachers and other related people. To solve the problems we should seize the main contradiction,the main contradiction in the education policy-making which need people to participate in is the teachers’ participation. Teachers’ participation in education policy-making is not only the appeal of their interests, but also their obligation in terms of the main requirements;which can improve the legitimacy of educational policy, promote teachers’ professional development, improve the quality of policy-making, avoid policy distortion effectively in terms of the object needs.However,there are many problems of it in practice,the essence of the teachers’ taking part in is how to achieve the participation of teachers and how to participate in education policy-making, taking into account the interests of different levels of the education system, play to the value of different levels of teachers’ participation, and then explore the path which is clear, smooth and orderly.This paper mainly adopts the methods such as literature, questionnaire survey, interview and case, summing up the main problems, analyzing the causes of problems on the basis of the research of primary and secondary school teachers’ participation in education policy-making, and putting forward to the advice to optimize the teachers’ participation in education policy-making hierarchically and orderly,thus we can provide reference of enlightenment to primary and secondary school teachers and policymakersThe full text is divided into five parts. The introduction part mainly states the research background, literature review, the core concept definition, the purpose of the study, methods and ideas; The first section presents the theoretical basis of this study from theory supporting of teachers’ participation to the value of policy orientation;The second part generally analyzes the current situation of teachers’ participation in education policy development on the basis of questionnaire and interview, analyzes the main issues involved in teachers’ participation in education policy-making and reveal the inherent causes as the following four aspects of the path of teachers’ participation:the level is not clear, the opportunity is unequal, the goal is not clear and the system is not standard;The third part builds up the path of teachers’ participation of the education policy-making in four dimensions such as aiming to providing confidence, aiming to enhance the acceptability,aiming to sharing policy decision-making, aiming to promoting policy legitimacy of teachers’ participation,and three levels involved the general teachers,the key teachers,and the core teachers.
