Teacher acts as the fundamental element in education, exerting a significant role in building the country into a power of human resource. Since the national teacher training program was implemented by the Ministry of Finance and Ministry of Education in2010, the teacher training reached a new climax throughout the country. China has a great rural population, which approximately accounts for seventy percent of the total number. The education in rural areas is closely related to the development of country as a whole. The teacher training is aimed at improving the overall quality of teachers in rural areas, thereby accelerating the reform of basic education. The key purpose of training teachers in rural primary and secondary schools is to promote the balanced development of compulsory education.At present, teacher training has such shortcomings as the low efficiency, the weak pertinence, false survey of training needs, the low degree of specialization, the poor awareness of training service, and so forth. This study attempts to analyze training needs of core teachers in rural primary and secondary schools in Sichuan Province, therefore providing strategies for enhancing the training efficiency of teacher training institutions in university.This paper consists of three parts as follows. Part one is the introduction, which involves the topic basis, the definition of core concepts, the research status quo at home and abroad, the research purpose and significance, and the design of research.Part two centers on training needs of core teachers in rural primary and secondary schools in Sichuan Province. In this study, the model of organization, task, and person is introduced. The training needs are analyzed, rested on the requirements of organization, task, and person, respectively. The analysis of training needs includes the expression of Educational Administrative Departments, rural primary and secondary schools, and teacher themselves.Part three revolves around the strategies for increasing the training efficiency of teacher training institutions in university. How to provide high quality training service to diverse trainees from rural primary and secondary schools comes to be the tickler for training institutions. In order to improve the training effectiveness, training institutions should provide optimal hardware and software conditions, integrating internal and external training resources and establishing the community of teacher training. Moreover, training institutions should put an emphasis on the survey of training needs, hence providing the necessary foundation for making training plan, carrying out the training activity, evaluating training effects, and eventually paving the way for innovating new teacher training model. Also, training institutions ought to supervise the training process, enflame the passion of trainees, offer higher platform for trainees, etc.
