Study On The Inlfuencing Factors Of Inlfows And Outflows Of Inter-provincial Floating Population Of Inner Mongolia

Large numbers of floating population is inevitable phenomenon within the existingurban-rural dual structure of characters of household registration system and householdcontract responsibility system. Since the fourth national census,1990, China’s floatingpopulation has exceeded221million based on the sixth national census. Scholars andpolicy-making organization pay high attention toward the phenomenon and conduct in-depthand comprehensive study and contribute a lot to analyze the national floating population orEconomic Region around the Bohai Sea, Yangtze River Delta economic zone and PearlRiver Delta, which is lack of research of economically underdeveloped provinces.Between2000-2010, the economic growth of Inner Mongolia keep in the high-speedwhich rank the number one in the annual growth and there is a sharp increase in the numberof floating population which accounted for about a quarter of the resident population. Sorapid economic growth and ample supply of labor are inseparable and rational allocation ofhuman resources can significantly promote the rapid development of economy of InnerMongolia. This paper analyzes the factors affecting inter-provincial floating populationmoving direction, which the research result can contribute to grasp the basic characters ofinter-provincial floating population and provide decision support in making populationpolicy consistent with population movement law and market economy.The current study on flow characteristics of floating population contribute a lot tocomprehensive and extensive research while lacking in-depth and specific research, such asthe children or elderly population groups. Besides, Research Methods mainly are simpledescriptive statistical analysis rather than Data mining related methods which is effective inthe analysis of multiple properties.Based on the above background and combining general process of data mining and themethods of correspondence analysis and decision tree, the paper study the data ofinter-provincial floating population which got through the sixth census of Inner Mongolia toanalyzes the factors affecting Inflow and outflow of inter-provincial floating population.Specifically, Inflow and outflow are two types of flow direction. Firstly, to analyze thecorrelation between flow direction and other attributes, Chi-square test results show that allattributes are related. Then, through correspondence analysis to analyze the degree ofcorrelation between flow direction and other multiple attributes, which study found thatgender, household nature, education level, flow time and provinces own strong correlationswith flow direction and these attributes constitute influencing factors of inflow and outflowof the inter-provincial floating population inflow and outflow. On this basis, further analyze that how these factors affect the inflow and outflow of inter-provincial floating populationwhich relevant conclusions constitute the basic characteristics of the inflow and outflow ofinter-provincial floating population. In addition, age, relationship to the head of householdand moving reasons own weak correlations with flow direction while these attributes cansignificantly differentiate the entire floating population groups. Due to the discrete values ofage attribute, the paper generalize the age attribute into age1which age1and moving reasonscan be better divided inter-provincial floating population into four categories, the movingchildren followed with their parents, the moving youth population with study, work andmarriage, the moving middle-aged population with business, the moving elderly populationwith visiting relatives and friends. Through building the decision tree model of influencingfactors of the inflow and outflow of different groups of inter-provincial floating population,different influencing factors of different groups of inter-provincial floating population can begot, then further analysis of these factors which how to influence different groups ofinter-provincial floating population so as to obtain basic characteristics of inflow andoutflow of different groups of inter-provincial floating population.
