Research On Optimization Of Financial Assistance System For Impoverish Students

Funding for the work to the impoverished area university students is an important part of Chinese higher education as a whole work, which is a long-term and systematic project and meanwhile, which plays an important role in educating and promoting the equality of education. The Eighteenth Congress of the Communist Party of China also made important instructions that strive to do best in developing education, insist on advancing the priority to the development of education promote the equality of education and equip the educational resources reasonably and improve the funding level of impoverished students. However, with the development of China’s socialist market economic system, higher education has increased the cost of education as well as thinking about the content and methods of educative reform that included how to effectively share the cost of higher education and how to gradually reduce, relieve and solve the problems as for more and more poor university students appeared in university that become an primary project to higher education reform and also become a hot issue for the whole society. Therefore, combined with China’s national conditions retrospect seriously the past,present and future the funding for work to the impoverished students, to summarize, analyze, optimize, sublimate and explore that equipped with Chinese characteristics financial assistance system for poor college students that is effective to solve the existing financing system in China facing to a dilemma, promote education fairness, develop educative reform, enhance the connotation of education, the most effective way of maintaining social stability has played an important role in practical significance.Based on higher education equity, higher education cost sharing, the rate of higher education investment return and the hierarchy of needs and for people’s view as the basis theory and foundation I adapted literal research, the method of experience summary, comparative research and empirical researching method combining with our nation’s economy practical experience as for funding for the work to a poor college students and the comparing research results of assistance system at home and abroad, to analyze and summarize historical evolution, features, current situation historical evolution, features, current situation, problems and disadvantages to China’s economic and financial assistance system for poor college and meanwhile, setting Heilongjiang Institute of Science and Technology as an example that funded to the impoverished students and make it as case analysis elaborate systematically and comprehensively for the necessary of the current funding system optimization and propose more mature strategy and suggestion for the system of assisting for impoverished students.
