In recent ten years, advanced vocational education which plays an important part in the advanced education has been developed rapidly, the current scale has accounted for half of advanced education. In order to enhance further the school-running level of vocational colleges, the management level and education quality, and social service ability, it requires reform traditional education management which is not adapt to the management systems and mechanisms of social and economic development. From2006, our country gradually implement demonstration vocational colleges construction, only guarantee the quality of education, which ensure that in the fierce competition the vocational colleges can really play a model leading role. Therefore, if demonstrative advanced vocational colleges want to improve the level of education, it must have reform and innovation from the education management system and operation mechanism. Innovating management system and operation mechanism in advanced vocational colleges, which is beneficial to handle correctly the relationship between government, school and society, improving school running level and education quality, it can have very important practical significance.Advanced vocational education products do not belong to the pure public product, but a "quasi-public product", so from this angle as the breakthrough point of the research. This paper tries to use the new angle of view on the problems existing in the management system and operational mechanism of advanced vocational education, put forward some new ideas and methods for solving these problems, in order to practice some enlightenment and reference. First of all, from seeking the theory to solve the problem, this paper based on the formation and development of new public management theory, research, finding its innovation and analyzing the applicability of the management system of advanced vocational education in China. We think that the new public management theory pursue "outstanding performance" core values of public service, which conforms to pursue management efficiency optimization inside higher vocational colleges in our country. Secondly, it based on the S vocational and technical college, construction of the demonstration vocational colleges as a case, according to current status of development of the education management about our country and S vocational and technical college, comprehensive analysis and summing up the development of advanced vocational education in China on management system, operation mechanism, as well as the existing the universality in the development of advanced vocational education and S vocational and technical college, in the construction of demonstration problems existing in the education management, and then analyzing the causes of the problems from multiple perspectives. Finally, in view of S vocational and technical college in the problems existing in the education management, through reference to advocate the management mode of the new public management, combined the actual examples, puts forward the corresponding countermeasures and suggestions:further clarify the transformation government function, innovating management concepts of advanced vocational education; Expand the autonomy of advanced vocational colleges, strengthening the vitality of running school; Innovation "five sides" linkage mechanism; Innovation campus management operation mechanism, promote the development of connotation; Perfect competitive mechanism, incentive evaluation mechanism and so on, it proposed education management advice to improve the S vocational and technical college.
