A Study On The Name Alteraiton And Problems Of Urban Administraitve Distircts

Urban administrative districts’ name alteration has become a controversial hotissue in current life. It may exert huge influence upon various aspects of social publiclife. We should transcend superficial analysis and ascend to theoretical concern. Thisthesis studies upon urban administrative districts’ name alteration and urbanadministrative magistracy in terms of public administration science，place namemanagement science，political geography science，etc. It conducts a systematicresearch upon traits, genres，and problems concerning urban administrati’ve districtsname alteration. It is of great significance to deal with administrative divisions anddistrict name both theoretically and practically.A practical investigation of urban administrative districts’ name alteration will beperformed during two periods: from Foundation of our nation to Reform and Opening,and from Reform and Opening till now. According to the investigation, severalproblems are involved with district name alteration: one is district name duplication,including newly emerged district name duplication and the unresolved nameduplication before; another one is the discrepancy between administrative divisionand real region entity which severely affects district names’ locating function andexerts negative effect upon socialization; the third one is district name alteration’sadverse effect upon inheritance’s true identity preservation which constitutes the maincause of controversy; finally, district name alteration operation mechanism isunreasonable for its imperfect policy, unreasonable implement scheme，inadequatework program, etc., which can directly hold up the science and rationality of districtname alteration.The problems mentioned above urges us to introspect upon district namealteration’s rationality. Rationality is a unification of regulation and purpose. In termsof district name alteration, we should implement this project according to a rationalreview scheme，making it in conformity with district division and district nameprinciples as well as suited to social development. To sum up, we should set upreasonable name alteration view, push forward system and law construction, andstrengthen inheritance protection to promote district name alteration’s rationality.
