Study On The Municipal District System Of China

With the rapid development of urbanization, gradually establishment of market economy and functional transformation of Chinese government, the existing Administrative division is inadaptable in many aspects, among which the city system is greatly impacted. Municipal Dsitrict (MD) is an important subdivision of city system (CS), and a unit of municipal administration according to the Constitution of the People's Republic of China. However urban expansion in China brings potential problems to Municipal District System (MDS), which have become the vital restriction to urban development. Considering the current unsuitability of MDS to the development of society and economy, the paper, therefore, discuses the problems of existing MDS.The thesis firstly puts forward the research background, research significance and makes a brief introduction of both domestic and abroad research status of relative fields as well as the research frame and method of this paper. Then along with the study of MDS in the US, Europe and Asia respectively, the author makes a comparison with that of China to conclude the features of MDS in China. Thirdly, it introduces the concept and characteristic of MDS, and distinguishes the concept of CS, MD, city and the organic city laying the foundation for further research of MDS. Fourthly, on the basis of study and conclusion of existing problems, it analyzes the influence and their causes in MDS of China. In the last part, the paper estimates the application of MDS reformation, and proposes assumptions and outlets for future reforms from the aspects of the setting of MD, district regulation, administration system and municipal relation.With the last part of the paper, the author proposes the frames and applications of MD reform according to analysis of existing problems and evaluations of current reformation. Thus with the advanced relevant experience of foreign countries as reference, it is necessary to make municipal district adjustment according to various situations of current cities in China, and it is urgent to establish the standards for setting MDS so as to eliminate present problems of the system. Special attention should be paid to confirm the size and scale of MD with population as an important criterion, to regulate MD names, and to consummate the administration system of transformed district with district regulation policy. And considering with the municipal relation, it should be dealt with the principle of necessary centralization and plenary authority distribution, to unify the administrative authority of city and MD.
