Since The Reform And Opening Up China's Floating Population Policy Change Research

China as a developing country have1/5of the world’s total population, possessing the advanced characteristics socialism. After the30to40years of reform and opening-up, astonishing number of floating population has become a serious problem which we have to face for the transition of the economic system and social structure. The paper reviews the change of floating population policy after the era of reform and opening-up. After the intellectual analysis and appropriate judge, it will have a great referential value for the management of floating population and population policy in the future.This essay will unfold from six aspects that are introduction, reviewing theories, vicissitude path, problem, measures and proposals,conclusion. The first chapter,"Introduction," will introduce the theoretical and realistic meaning, core concept and definition, research methods to provide material for the transition of the floating population policy.The second chapter reviewed and summarized classical theories about the studying of floating population transition. It begins from appearance of the issue it describe Combed Marxist theory of the floating population in details, and elaborate the western floating population theory and model,comment some theories wildly used in domestic academic circle include:Population migration theory、push-pull theory. Self-selection theory and Lewis-Ranis-Fei model.It establishes the ideas that critically absorb and learn relative theories from western under the guidance of Marxism theories the Marxism theory is the guidance, beginning to build a substantial and powerful theoretical framework.In chapter three the basic process of our floating population policy after reform and opening up has been elaborated. It was singly developed from three aspects in detail: first, with setting the year1978as the beginning point, according to the time sequence and considering the different nature of the policy itself, it divided the floating population policy of China after reform and opening up into three phases. Besides, it also analyzed and compared the process of evolution of specific policy within three phases. Second, in terms of textual expression and effects of policy, it meticulously dissected current floating population and drew a conclusion of mare than thirty years’ general idea of floating population policy, frame structure and canonical schema. Third, according the research results, it summarized the basic feature of transition of floating population policy.Coming into the chapter four meant coming into a phase of "question research". It discussed respectively about pretty much inner structure problems of and social issues caused by floating population policy, and searched for the specific reasons about why relevant policy had gone wrong.Chapter five came up with countermeasure and suggestion to solve the main problems happened in the evolution of floating population policy which every one hold the empathy about it at present. With obvious reality directivity and transferring all knowledge and ability owned, it gave a series of specific suggestion in a compartmental way.The article ended up in chapter six’s expectative thinking of floating population policy’s tendency in the future and scanning of this article’s disadvantages. Especially it reviewed the problem of being lack of practice and clear logical level of relevant policy and effect for the follow-up.
