The first master student enrollment policy with significance of degree education and academic education began in 1981 after the establishment of New China. During the following nearly 30 years of reform and opening to the outside, to develop graduate education actively has become the strategic need of China's national development. The graduate student enrollment policies are constantly to be regulated and richened. It contributes a lot to cultivate and select high-level talents for China and becomes an important policy to influence and decide our country's degree and graduate education and even the reform and development of high education.This paper adopts development analysis and policy content analysis methods. Through the retrospective analysis on the evolution course of our country's master students'enrollment policy after the reform and opening to the outside, this paper clarified the change path of master students enrollment policies from the enrollment contexts, and discussed its change method, path and impetus, aiming at enriching the research on master students enrollment policy and promoting the deep understanding of China master students enrollment policy and its development process..1.Change path aspect:As country's effective policy tool to control the cultivation of high-level talents, master students'enrollment policy serves the realization of national socialist modernization construction, the core strategic aim, and have tight interactive relationship with national macro policy. As an active adaptive reform, certain period's macro social policy and concept permeates one after another, which makes master students education's endowed "Times Function" immersed into master graduate student enrollment policy text naturally, and promotes the enrollment policies change in China. It gives rise to the graduate student enrollment policy's "from the outside in" changing road.2.The change path aspect:Master students enrollment policy formed after the Third Plenary Session, and conceived in the base of degree and master students education's path innovation. In an increasingly active and stable policy environment, and under the profound influence and restriction of the national governance's gradual innovation, no matter as the intermediate education policy of national macro policies, or as an independent, huge policy system, it has certain stability, compliance, and adaptability. Its change path has typical dependence feature, and shows gradual change with dependence basis in the change path. 3.The change impetus aspect:From the emergence and development's emergence and development of our master student enrollment policy, the "spontaneous" factors exists of course, but more presents as the national-based rational design, and outstands the function of serving for socialist modernization goal and the function of providing human and intellectual support for sustained and rapid development of economy and participation in international competition; In the policy making process, "power elite"plays an important function,and "rational construction" features obviously; During the policy implement, it shows a typical "Top-down" policy implementation mode. The "rational construction" which symbolizes the state will become the core impetus of policy change.The study suggests that, the change of the master students'enrollment policy for the nearly 30 years, have deep thoughts enlightenment for us on the policy ideas, policy setting and policy contents and so on.
