English as a second language in our country plays an important role in children’s education for a long time.The editers borrow different citizen images transfer knowledge to children. Introducing the rich citizen images not only becomes the media of obtaining knowledge for the children;the traits of characters represented in English textbooks set an example for children,which make a deep influence in children’s values for life.Therefore, citizen image as the research object in this paper, the aim is to research the value orientation in the PEP edition of English textbook in junior high school.Firstly, analyzing the literatures about civil education by the literature method is to construct the analysis framework of citizen images. Using content analysis method is to analyse "What kind of citizen image" in English textbooks of junior high school. Finally, the paper will induce and summarise the citizen images in the textbooks by the perspective of citizen image in the textbooks for induction and summary, then put forward some targeted suggestions.The full text is divided into five parts:Introduction; Part I——the citizen image analysis framework and theoretical foundation in PEP edition of English textbooks in junior high school; Part II——text analysis of citizen image in English textbooks; Part III——:Suggestions.By the statistical analysis, the citizen image in English textbooks of junior high school tends to be personally responsible citizen, especially the classic traditional Chinese moral education; In terms of the participatory citizen, the proportions of various analysis categories is quite unbalanced, characterized by emphasis on social services:such as volunteers, charity; ingnoring the social participation; In terms of justice orientation citizens, although the proportion of its is equal to the responsible citizens, further analysis found that the factors of distribution is very uneven, the proportion of multicultural awareness is76%, the practical reason is24%, the other two items are not covered.Aiming at the problems of textbook revealed, the article puts forward some suggestions from the following aspects:the content arrangement, content presentation, the connotation of the image of citizen and teachers. Among them, the suggestions for the connotation of the image of citizen are as follows:(1) notice the unify among responsible citizen, participative citizen and justice orientation citizen;(2) pay attention to combination traditional culture with time characteristics on moral education;(3) pay attention to combination the awareness of citizen with the practice;(4) pay attention to the core values of citizen education.
