Recall the history of Physical Education (PE) development, there have been more than ten reforms happened between the establishment of PRC and today. PE class has experienced eight times of reform, great progress is obtained from each reform, meanwhile many problems were shown from which we learn a lot of lesson. According to the process of each reform, the mark of new established PE class was usually newly issued PE document or rules. From the perspective of above point, the reform of PE is actually the change of PE laws and rules. From the perspective of social system development, we think the dynamic mechanism of PE class reform in this system is the motivation or impact factors driving PE class development, and is the movement based on the restriction of PE class rules.This project involves in the history of165years (till2005), the method of document, social system analysis, and comparative approach are used in the detailed research of modern China’s PE class reform. According to modern China’s PE law and rule documents, this project is focusing on motivation analysis of each step, and dynamic mechanism analysis of each step.From the perspective of new social system theory, PE class reform dynamic mechanism and motivation features are studied, and draw conclusion:(1) Conclusion:1. Motivation of modern China PE class reform:a. political and military factors are having the most important impact on PE development, and they are the primary motivation of PE reform. b. Modern cultural thought is indirect motivation of PE development. c. Economy becomes the source of PE reform motivation. d. School Education reform is the direct motivation of PE reform, which has never been changed. e. Physical condition of students is the indirect motivation of PE reform, which is also very important.2. Dynamic mechanism of modern China PE reform:a. Each PE reform is a model of forced PE system, and government power is the dominant driving force. b. Four times of PE reform in1904were import of foreign PE system, and they are borrowed PE reform model. c. There were twelve times of reforms during westernization, reform movement, and around1912, and they are recovery PE reform model. d. In1992, five times of reforms happened in elementary schools and middle schools to match the development of nine-year compulsory education system, and they are innovative PE reform model.(2) Suggestion:1. Weaken the power of government in PE class reform.2. Continue to catch up with education reform, and make use of education reform.3. Enforce the driving force from academic organization to PE reform.4. Enforce the impact of rules on PE reform.5. Enforce the advertisement of media, supervision by public opinion as well.
