As for the optimization of educational structure, the improvement of educational quality andthe promotion of educational balanced development, the Guidelines of the National Program forMedium-and Long-Term Educational Reform and Development puts forward new requests, thegovernment formulate a series of systematic educational policy from the central to local levelsfor supporting the requests. On the account, the government takes the improvement of policies’quality and level as its important goal and adopts various measures to guarantee. Thespecification of educational policy assessment is one of the important ways to realize the goal.Therefore, we need to research the assessment tools of basic educational policy to build perfectscientific monitoring, early warning and assessment system. Besides, the work performance ofcounty region’s basic educational policy is also needed to be supervised and inspected toreconstruct the basic educational development strategy and effective promotion mechanism.The basic educational policy of county region is the implementation of basic educationalpolicy in county region based on policy of the country and provinces that established on theexisting basic educational differences in society, economy, culture and history. It is not only theconcrete implementation of basic educational policy of higher administrative region, but also theindependent construction based on the county differences. However, there exist problems in thepractice of county basic educational policy which affect the efficiency of county educationalpolicy, such as only paying attention to the policy setting but ignoring the disadvantages ofpolicy evaluation, insufficient function of educational policy assessment.The research discusses from the perspective of problems, adopting literature researchmethod, comparative method and empirical approach to define the core concepts and explore themain problems in the county basic educational policy assessment and analyze the reason ofpolicy assessment’s plight. Based on the above research, this paper uses the analytic hierarchyprocess to construct the evaluation index system of county basic educational policy and discussesthe design philosophy and theoretical basis of index system to put forward the safeguardmechanism of the assessment. At last, I combine the research and point out the shortcomingshoping to provide reference for the future research.
