E-education equipment, as the cornerstone and material carrier of education informationization, ensures informationization teaching and improves the level of educational modernization. The overall equipment effectiveness of E-education equipment can directly affects the quality and efficiency of school education informationization, the school level and the overall effectiveness of schools. Actually, the E-education equipment leadership of many schools is not enough. The attention and enthusiasm coming from E-education equipment use, management, planning is lacking.The literacy of E-education equipment is not high and the high-quality personnel is short.They all affect the effective use of E-education equipment. It not only makes the E-education equipment idle, but also does not help improve the teaching standards of schools.In order to guide school to change values and pay more attention to the overall equipment effectiveness of E-education equipment, as well as to improve the leadership in E-education equipments, in this study we select the overall equipment effectiveness of informationization education as the main object, trying to construct an evaluation index system, which is a scientific and rational education informationization and the effectiveness of general education for primary and secondary school. In the one hand, this study provide a new perspective for the evaluation of school education informationization - the effectiveness of education informationization and general performances of educational equipments, so as to improve make up for education-related indicators of education informationization furtherly. In the other hand, facilitate the management of the education equipments department of cities and counties to macro-grasp the management and status of informationization of educational equipments in primary and secondary schools,those experiences and questions that exist can provide decision-making for the department of educational administration. Against the above background and purpose, as well as centered on "The study of evaluation index system about the overall equipment effectiveness of primary and secondary schools E-education equipment", I completed the following work by using some methods like literature research, case studies, questionnaire and expert research:First, the literature search. Through various types of literature search, I understand the practical status quo and the theoretical results of the study which is about the overall equipment effectiveness of basic education informationization equipment. Then I analyse its theoretical foundation and the current developmental situation of the E-education equipment of Yongkang City, Zhejiang Province .At last, I master the general steps and methods in building the target system.Second, the case study. Through the case studies which practise in Wenzhou, Yongkang, Wenling to comprehensive effectiveness of educational equipment, we analysis the main factors which affect the comprehensive effectiveness of E-education equipment, preparing for designing the questionnaire of comprehensive effectiveness and developing the scale for literacy of E-education equipment.Third, the survey research. Under the requirement of the topics, we did the questionnaire survey to the present situation and the influencing factors of overall equipment effectiveness of E-education equipment in Yongkang and Wenling.Fourth, the index system research. The construction of informatization education equipment for overall equipment effectiveness evaluation index system, which is for primary and secondary schools, expounding mainly the principles of index system , meaning and processes of the construction, and aslo it explains the development process of literacy assessment scale of informatization education equipment, analyzing the scale of the reliability and validity.Fifth, according to the elevant data and the case investigation in the area (Zhejiang province,Yongkang city)and analysis on the research results, this study provides a countermeasures for overall equipment effectiveness of informatization education equipment for primary and secondary schools. In order to find out the potential problems that influence the processes of improving overall equipment effectiveness of informatization education equipment. In addition, this study is to propose countermeasure and the suggestion in improving overall equipment effectiveness of informatization educational equipment for primary and secondary schools in a theoretical perspective .
