In recent years, with the vigorous development of vocational education, the status of secondary vocational education in the whole education structure has changed, but due to the high school education and vocational education scale expanding, vocational school students are growing, the overall quality of students is not broken down, students of professional courses and the culture of learning difficulties, especially in mathematics learning problems particularly outstanding, we need the math educators to explore and solve it.In the secondary vocational school, where exists mathematical learning difficulties phenomenon, to investigate its reason, the non-intelligent factor is the mathematics "underachievers". Secondary vocational school students with mathematics learning disabilities directly affects the cultivation of vocational education of qualified personnel. Therefore, the optimization of non-intelligent factors structure of secondary vocational school students, to promote the learning of mathematics "underachievers", to improve the education quality of the secondary vocational school students and the stability, but also conducive to the students in continuing education and professional development. In this paper, based on previous studies, using literature method, questionnaire survey method, comparative method, case study method, the study was carried out from the following aspects:the concept of mathematics learning obstacle factors and non-intelligence are expounded in this paper, starting from the non-intelligent factors of several main learning in mathematics, the students of Jiangxi Yu zhou Science and Technology Institute (including the secondary occupation school of college students and two types of five year system vocational student) as research object, investigation and analysis of components and causes of non-intelligent factors to affect secondary vocational students with mathematics learning disabilities, summarizes the factors that influence the learning of students in secondary vocational schools mathematics both objective reasons (reasons exist, unreasonable distribution phenomenon of adverse public opinion and fashion and social school management problems, family environment, poor teachers uneven etc), also has the subjective reasons of students (improper achievement attribution, lack of experience of success, weak willpower, lack of perseverance spirit of learning, the lack of mathematical learning self-confidence and ambition, etc). Then, choose five typical mathematical "poor students" to survey and track into the, try to explore suitable for mathematics "underachievers" targeted measures, breakthrough caused by non-intelligent factors of mathematics learning disabilities.Based on the five mathematical "underachievers" tracking transformation experiment, the process of discovering and existing problems, this study proposed the following countermeasures:to harmonize relationship between teachers and students and to cultivate good mathematical learning emotion; understanding of individual differences and to teach students in accordance with their aptitude; multi-party work together to build a good environment and transforming mathematical "underachievers"; establishing long-term mechanism of transformation of mathematics "underachievers".
