Ethnic issue is of particular concern for any nation, and education in ethnic problem improvement plays a vital role. The school is the most important social organization in modern education, ethnic schools are in minority nationality areas for ethnic minorities in inland, both passed the mainstream social culture, and ethnic minority culture, purposeful, planned and organized the education social organization to cultivate the talents for the society, the mission is critical in the process of the national unity, national harmony and co-prosperity. Inland national school is part of the minority education, under the government leading, aims to play regional resource advantage of a relatively developed economy and education to counterpart support underdeveloped minority areas to develop undertakings of education. The aid to ethnic minority education form, its birth and growth is further evidence that realistic needs and rational choice of the social development in multinational country.Inland national school mainly refers to the national schools or national classes established in inland provinces and cities, it represented as inland colleges and universities for classes (schools) from Tibet, high school classes from Xinjiang and students from Tibet, Xinjiang. Inland national schools in Tibetan areas, Sichuan mainly refers to aid social and economic development in Tibetan areas, Sichuan and the ethnic schools or ethnic classes based on the inland service the Tibetan areas, in Chengdu, Deyang and Mianyang Ganzi classes (mainly for Ganzi students) and Mianyang national secondary school (mainly for Aba students) as the representatives. Inland ethnic schools both the country the national and Sichuan province and cities generally establish inland schools or special schools independently, it is a special education mode of cultivating national talent in our country, and it is the important content of counterpart support policy to the education development in national regions. This article regards inland national school as the research object in Sichuan Tibetan area, from its current situation of the development,we can see through current special ethnic minority education policies and implementation in Sichuan province,analyze the management problems of government, the competent department of education, schools in inland minority school and reasons, and it tries to play better the social function of the inland national school and choose the ways of improvement to realize social effects in inland national schools.In The first part, it is the general guide, it introduces the origin of research question and significance, research status, research methods and thesis framework. In the second part of this article, it makes definitions of the core concepts involved, analyzes the basic problem of education management in minority education aid. Finally, it concludes the current aid policies of minority education in Sichuan province.In the third part, it mainly through ethnic inland schools in Chengdu, Deyang and Mianyang, on the basis of field investigation, analyzes the education present situation of inland ethnic school in Tibetan areas, Sichuan, it research existence question on education management assistance in Sichuan minority nationality and its reasons, it attempts to put forward some improvement suggestions. This paper thinks that there are some problems on the management system, preferential policies, funds input, form and method of recruit students aid along with the in-depth development aid in Sichuan minority nationality education management, and it analyzes the cause of the problems from government functions, the evaluation mechanism, system construction, etc.In the fourth part, on the basis of the theory of policy execution, etc, from the idea renewal, organization guarantee, special compensation, policy improvement, management innovation and so on, it puts forward certain corresponding countermeasures. In the article, it especially emphasizes:government dominant of the aid to ethnic minority education, so it promotes the construction of national education aid long-term mechanism, to further raise awareness, speed up the mechanism innovation of management, policy adjustments, promoting the healthy growth of the inland aid national education more.
