In recent years,further strengthening the role of government in compulsory education,promoting fair distribution of educational assistance resources and enhancing the quality of national compulsory education has become a topic of great concern.But the distribution of our compulsory education resources remains uneven on the whole, especially poor areas of western border is still faced with the problem of educational assistance resources scarcity, unable to meet the children from poor families to enjoy the benefits of good educational resources. As for teacher resources, to the nearest school, precise subsidies, psychological assistance and other aspects, children of poor families are still in a state of loss, which is not conducive to the long-term development of the western region in China. This paper based on the relevant theory of social assistance and social policy, from the perspective of the research on educational aid effect, investigate the educational aid condition of the border children from poor families, summarize the prominent effect of positive and negative, including whether the educational aid has achieved the expected goal(correlation), the allocation of educational aid resources in the local is fair (fairness), the implementation of the educational assistance has a negative effect (influence) and the beneficiaries of educational aid is satisfactory (satisfaction) and so on, to provide reference for improving the work of the next phase of educational assistance.This paper adopts qualitative research method and considers the western border areas in village L Chongzuo Guangxi as a case, (while choose the next village of L--Y village as contrast).The survey found that the overall implementation effect of educational aid is good, but there are still imperfections.The positive effect is as follows:"two exemptions and one subsidy" and "nutritional meal plan" have not only reduced the burden of the poor families, provided reliable guarantee for their children to school,but also enhanced the quality of students’ life and health,and this two policies were conducted in place, the management was also regulatory. There may be just a bit of waste about the"nutritional meal plan". In addition, school supplies, reconstruction works are basically in place, creating basic study condition for the children of western border village. Parents and teachers have high recognition and evaluation on these aspects.While the negative effect of educational aid is reflected as follows:as for correlation, there has an absence of psychological assistance of poor students and poor aid of social organizations; as for fairness, there is still a lack of rural teacher resources and subsidies of special poor villages and families;as for influence, the unreasonable layout of the village and towns school has caused a series of problems and cultural environment and efforts of poor families have certain influence on children’s educational assistance.The lack of educational assistance of western border is rooted in the years of dual structure of urban and rural and limitations of capability and concept of poor families.It needs the joint efforts of the government, society and poor families to change this situation. On the one hand, the government need to improve relevant systems as soon as possible to provide a good environment for the implementation of educational aid, on the other hand, poor families themselves should also change their concept and conduct self-rescue actively.
