Since the Obama administration regards foreign aid as part of the U.S.security and economic strategy,USAID's foreign aid as the tool to support foreign policy,has become increasingly strategic.Meanwhile,international education assistance has become more effective and strategic.In 2011,the 2011-2015 USAID Education Strategy is issued to guide USAID's education assistance activities for seven years;in 2018,USAID issues three new documents to guide education assistance.This thesis mainly studies the connotation and characteristics of USAID's international education assistance,which is the main executive agency of education assistance.In terms of structural arrangements,the thesis first sorts out the development and mechanism of the U.S.international education assistance,and then analyzes the contents and motivations of USAID's educational assistance from 2011 to 2017.By comparing the 2018 education assistance documents with the 2011-2017 education assistance,the third chapter explores the similarities and differences between the two periods,and digs deeper into the characteristics of 2018 USAID education strategy and the motivation for policy adjustment.Finally,with the case of higher education programs in Vietnam,the practical connotation and inherent characteristics of U.S.education assistance is more clear with details.By comparing the international education assistance policies and practices from 2011 to 2017,USAID's educational assistance in 2018 puts more emphasis on the Asia-Pacific region,youth groups,and higher education,which is relevant with U.S.National Strategy.
