With the reform of the education system,the talent supply quality and management level of China’s basic education have been greatly improved.National satisfaction is increasing day by day.Compulsory education,as one of the key links,has been highly valued by the party and the state.At the same time of its vigorous development,there are also some problems such as uneven development of education,incomplete system of educational resources,inadequate distribution of educational resources and so on.Based on this background,the thesis studies the performance of China’s junior middle school education resource investment from an empirical perspective,and further studies the impact of school nature and regional type on its performance.In this thesis,19487 students in the baseline data of CEPS(China Education tracking survey)from 2013 to 2014 are selected as decision-making units for research.The 112 schools where the students belong span 29 cities in China,and the sample size is sufficient.Using the two-stage network DEA method,five indicators such as the frequency of activities between parents and children and the average time spent directly on children every day are selected as the input indicators of the first stage from the perspective of human,material and financial resources.The performance of children in school is taken as the intermediate variable,and the number of school venues,the number of books per capita and the proportion of senior and senior teachers are taken as the input indicators of the second stage,Taking the school ranking as the output index,SARM-DEA model and SBM-DEA model are used to measure the input performance of China’s junior middle school education resources.In order to analyze the calculation results more carefully,this thesis divides the efficiency values of all samples into four categories according to the nature of the school,and draws scatter diagrams for analysis.Then the rank sum test was used to evaluate the differences between the two models,and the samples were classified according to their region and administrative level,and the intra group Theil index and inter group Theil index of different categories were calculated to analyze the fairness of resource investment.This thesis draws the following conclusions.First,according to the classification of school nature,it is found that the efficiency value of public schools is higher than others,while the efficiency value of private public schools needs to be improved.Second,there are significant differences in the results calculated by different network DEA models,and there are also significant differences in the efficiency values between regions.Third,according to the analysis of regional heterogeneity,it is found that the regional Theil index is the main factor causing the overall imbalance,and the eastern region and county-level city contributes the most to the inequality.Based on the above conclusions,this thesis puts forward the following suggestions.First,government departments should increase their support and investment in compulsory education to ensure the stable growth of financial expenditure on compulsory education.Second,we will broaden the channels for raising funds for compulsory education and increase the proportion of social funds.Third,we will improve the fiscal policy for compulsory education and the toplevel design.The central government should give full play to the ability of the central government to transfer payments,scientifically and reasonably redistribute asymmetric fiscal revenues,raise the level of investment in compulsory education in the backward areas in the central and western regions,focus on the rural compulsory education mechanism,and promote the fair development of compulsory education in underdeveloped and poor areas. |
