The secondary faculties of universities are the main force of scientific research in universities,and are also the direct bearers of scientific research projects and scientific research funds.The scientific research efficiency of the university faculties directly affects the overall efficiency of the university and also influences the influence of the university in the whole society.As an important material basis for scientific research,the appropriate and reasonable scale and structure of scientific research funds are inseparable from the output of scientific research results.A reasonable evaluation of their inputs and outputs is conducive to guiding scientific researchers to use scientific research funds scientifically and reasonably,balancing the output of scientific research results and improving the overall efficiency of scientific research funds.Since the discipline characteristics,research focus and output of the second-tier departments in universities are not the same,a uniform evaluation index cannot be set to deal with all the second-tier units.Instead,the evaluation system of the input and output of scientific research funds should be set in accordance with the actual situation of different second-tier units and using financial data,including the selection of evaluation methods,the application of evaluation methods and the analysis of evaluation results.Through the comparison of common comprehensive efficiency evaluation methods,it is determined that this paper uses data envelopment analysis(DEA)to evaluate the effectiveness of the use of research funds.Taking the Z center of X university as an example,the input and output data of research funds in the past seven years are selected as the original data for the evaluation.A preliminary evaluation system containing ten input indicators and six output indicators was constructed.Secondly,using principal component analysis(PCA),the original input and output indicators are synthesized and summarized into two input principal component indicators and two output principal component indicators,and the initial evaluation system is reorganized by extracting principal components,which solves the requirement of DEA method that the number of decision units is greater than the sum of input and output indicators.Finally,using the classical model of BCC in DEA method,with the help of DEAP2.1 software,the reorganized index numbers were analyzed and studied as input data,and the comprehensive efficiency,pure technical efficiency,and scale efficiency were calculated for each year from A1 to A7,and then a judgment was made on whether the decision units were effective or not,and the projection analysis of non-effective decision units on the production frontier surface was used to clarify the input redundancy and The specific amount of input redundancy and output deficiency is clarified through the projection analysis of non-effective decision units on the production frontier,and then the direction and degree of improvement are analyzed.Through the above methods,this paper intends to evaluate the problem of the effectiveness of the use of research funds in Z center.Through the DEA model,the years A1 and A7 of Z Center are effective decision units,and their overall efficiency,pure technical efficiency and scale efficiency values are all 1,indicating that the research funds are used efficiently,while the other years are non-effective decision units,with input redundancy and output shortage,indicating that the research funds are less effective.On the basis of the above analysis,combined with the author’s internship experience in Z center,the author put forward some suggestions to improve the efficiency of using research funds from the problems in using research funds in Z center in a targeted way,and summarized and prospected the whole paper.The findings of this paper can provide a reference for X universities to build an evaluation system for the input-output efficiency of research funds and enrich the related theoretical research. |
