Vocational education is a vital ingredient in modern education system in China. It greatly contributes to the construction of a well-being society and the booming of economy. In recent years, with the increasing development of economy in China, our country should promote the optimization of industrial structure and adopt new industrialization to improve the quality and efficiency of economy by means of advancing science and technology and labors' quality. Under these circumstances, Chinese vocational education meets a precious opportunity to fully develop itself. As finance is a major tool to macro-management, therefore, as far as fiscal policy is concerned, how to support the vocational education in order to foster the harmonious development of vocational education and the economy, deserves our careful attention and research.Fortunately, our government attaches great importance to vocational education and has taken a series of measures to boost it. In November 2005 "The Decision of Vigorously Developing Vocational Education Made by The State Council "was officially released, which further clarifies the goal, principles and a series of policies. At the international level, a large number of developed countries, in accordance with their own cultures, have made many favorable policies to promote vocational education so that the vocational education and economy is closely tied together.Ningbo City, as a prosperous vice-provincial city in the east coastal area of China, is in urgent need to strengthen the harmonious development of the vocational education and economy. It is of great significance for the financial department to adopt appropriate fiscal policies to enhance the vocational education so as to enhance the comprehensive competitive capacity of Ningbo.This thesis aims at fiscal policies to promote vocational education. First, the author presents the theories of fiscal management, quasi public products, strategy management and tax as lever, concentrating on the relationship between vocational education development and fiscal policy. Second, through the comparison of vocational education polices abroad and at home, the author points out the weaknesses in the current policies in Ningbo. Moreover, with SWOT analysis, the author further explores the chances and challenges in promoting the vocational education in Ningbo. Finally, the author proposes three constructive suggestions to prosper the vocational education, that is, firstly, further perfecting the vocational education funds management system by borrowing some advanced experiences in raising funds from other countries; secondly, taking advantage of the macro-control function of finance and develop vocational education fairly; thirdly, innovating fiscal management system to improve the efficiency of funds.
