| National medium and long-term education reform and development plan outline(2010-2020years)mentions “with an emphasis on rural teachers,improving primaryand secondary school teachers troop in overall quality,innovating the recruitmentmechanism of rural teachers,making the system of policy perfect and attracting moretalents to teach in rural area.†On the teacher’s day in2011,premier Wen Jiabao madea speech and proposed “improve the normal recruitment mechanism of ruralteachers,while make the Ad Hoc post teachers plan,take a variety of measures,add alarge number of college graduates for rural schoolâ€.In the same year, premier WenJiabao attended the first tuition-free normal college students graduation ceremony anddelivered an important speech, pointed out that we should let more outstandinggraduates go to the rural areas,retain in rural areas,do a good job and be respected.Therural education in China’s social development occupies an important position,thedevelopment of rural education career is the basic way to improve rural backwardsituation,so strengthening the teachers team construction has become the top priorityof the rural education.In recent years,in view of the rural teachers are weak in remoteareas, the number of teachers is not enough,facing difficult recruitment situation.Inorder to solve these problems,our Country has issued about rural teachers recruitmentpolicies,such as Ad Hoc post teachers plan, first tuition-free normal college studentspolicy and college students as volunteer teacher and so on,to a certain extent,solve theshortage of teachers,but there were some problems, need to study and improve.This paper selected a middle school,a primary school of city and a middleschool,a primary school of H township in T country of Jilin province as researchsamples.By investigating the teachers recruitment way of four schools and thesituation of new supplementary teachers, understanding the rural teachers recruitmentways and analyzing the problems in recruitment,trying to explore countermeasures toinnovate rural teachers recruitment mechanism,hoping to be able to help or providereference for the rural teachers recruitment.This paper based on the theory of education fairness and other theories as valueorientation and theoretical support,in order to provide policy Suggestions for theinnovation of rural primary and secondary school teachers recruitment mechanism astheory support,and summarizes the domestic and foreign typical experiences asreference.Through the investigation of Jilin province T county understand the teachers recruitment present situation,for the teacher recruitment mechanism innovationprovides realistic foundation.At last,it puts forward the countermeasures andsuggestions for the innovation of rural primary and secondary school teachersrecruitment mechanism. |
