Our country rural education quality is lower than the urban education quality,this is the realistic question which cannot be avoided.In order to solve this problem,our country theorist explores unceasingly,finally found a way to solve the city and countryside teachers disparity: Namely exchanges,the urban and countryside school through the urban and countryside teacher by "ties to assists with sends the teacher mutually" the way achievement to solve this question way.Teacher's interchange between urban and country took an item of balanced city and countryside teachers strength the measure has played certain role in reality,but still lacks the theory instruction,the management comes apart,the partial teachers had the resisting manner, the exchange scale are small,effective insufficiency and so on many questions.These questions exist the reason mainly lies in the teacher to exchange the drive mechanism not to be imperfect.
