Independent institute is a new mode of running higher education, which is established under a popular higher education in our country and the great-leap-forward development background, in order to meet the people’s growing to higher education and the need of diversification. In the1990s, as a kind of new mode since the higher school has produced, independent college is developed rapidly. After ten years of rapid development, independent college have entered into the transition period of the expansion of the development invert to the connotation of the new path. In this process, the establishment of a stable, high-quality teachers team, is not only the guarantee of independent college teaching level, but also can be achieved in the independent institute of social recognition, and realize the key to the development of long-term survival. But the establishments of the high quality teachers’ teams inevitably need a set of scientific, fair and efficient teacher performance appraisal system. Due to the independent college teachers and teachers’ job’s particularity and complexity, there is no a set of male. Acknowledge, scientific performance evaluation system. Whether the independent college can be construction quality of the teachers, the key lies in whether establish and improve a set of effective performance evaluation system of teachers, teachers’ performance to open, fair, scientific and efficient evaluation.The paper is about the former teacher evaluation, teacher evaluation system and evaluation method on the basis of the work done, putting NC independent college as the basic research object, through inheritance, analysis and development of the independent college, analyzing the status quo and the existing problems of NC performance assessment system, and by combining with the reality of NC independent school, introducing the frontier thought about KPI and BSC, Preliminary to design a set of suitable for NC independent college teachers’ performance appraisal system. To sum up the main obtain the following results:1.This paper based on the analysis of the literature of performance, carding the KPI assessment method and problems about related theory.2.through NC independent college teachers of performance assessment of the present research situation assessment, this paper systemically summarizes the NC independent institute performance evaluation system in existing problems and deficiency, and put forward the construction of NC independent college teachers performance assessment system principle. 3.the paper based on the proposed principle, in order to target consistency theory and key performance index evaluation theory as guidance, combining with the present situation of NC independent institute, putting forward the construction of NC independent college teachers’ performance appraisal methods and steps of system, and confirming the NC independent institute of the main body, and constructing the independent college teachers’ performance appraisal index system.An empirical research has been conducted in different views on the importance of performance evaluation. With the guidance of the theories of objectives consistency and evaluation, a performance evaluation system for NC independent institute teachers has been constructed on the basis of statistic data.
