With China’s rapid economic development, the demand for all kinds of talents,an increasing college enrollment in1999, the university past elite education transitionto universal education, the Ministry of Education in2003to follow the development ofthe required approval of the provinces and cities set up independent colleges of differentsizes and characteristics. Independent Institute came into being to supply the socialdemand for higher education, but due to the independent college students to learn thecharacteristics of weak economic foundation, and poor social competitiveness,increase employment problems of this social concern on college students.Concluded that in the past a large number of experts and scholars on GraduatesEmployment: Graduate Employment was not difficult social demand for talent supplyover demand phenomenon, but due to the uneven impact of China’s social,economic, and cultural development, result in college students there on the region,industry preference choice in employment. In2005, the state has issued a "views onthe guide and encourage college graduates to grass-roots employment. Guide rationalflow of college graduates, it is necessary to solve the problem of structural imbalancesin employment of university graduates; suck for grassroots economic developmentthrough preferential policies of macro-control, high-end talent, for narrowing the gapbetween urban and rural areas, urban and rural development, significance. SichuanProvince and relevant administrative departments also issued a series of promotion ofcollege students to the grass-roots employment policies. These preferential policiesproduced some positive results, a steady growth trend makes the Sichuan Provincegrassroots employment of college graduates. But not from the qualitative solution thegrassroots construction in Sichuan Province urgent need of a lot of talent as well as themore difficult problem of the status quo of Sichuan Province of Independent CollegesGraduate Employment.Firstly, from the definition of the concept of employment, skilled jobs, and aswell as the Western employment theory, Marxism-employment theory, and employment theory as the theoretical basis of this study, based in Sichuan Province,the social and economic situation in the province of Education, University ofElectronic Science and Technology of China, Chengdu University as an example theemployment of college graduates of independent colleges in Sichuan Province andSichuan Province to guide and encourage college graduates to the primary employmentpolicy and other related literature, analyze research, collate and analyze appearindependent college students difficult employment problem mainly for graduates lowinitial employment rate and job flows to structural imbalances and to identify the majorobstacle to affect the Sichuan Province the independent College Students grassrootsemployment for primary employment policies and University of convergence on theprimary employment policy focus only on short-term effect, the implementationmechanism of the grass-roots employment imperfect. Finally, to improve the systemof primary employment policy recommendations, including to promote grass-rootsemployment demand policy, promotion of the grassroots employment supply policy,to optimize grassroots employment environmental policy, recommended increase infour areas of policy enforcement, and to look forward to as to promote SichuanUniversity Students grassroots the smooth progress of the employment policy.
