The morality, as a social ideology, is the moral psychology, morality, ethics, ideals and moral doctrine, or the overall context of the ethics, which are gathered together by the people in the practice of long-term life. In the entire system of the moral ethics, the moral quality lies on the highest level, as well as the sense of moral qualities has become one of the important factors to measure people’s level of the moral consciousness and the moral realm. In a considerable sense, people’s ability to the moral behavior, depends on the ability of people’s awareness of the moral qualities. No any discussion on the moral education can not involve the quality of education. The quality education is the core of of the moral education. The contemporary college students is a vital new force of the future of our country, therefore their moral quality is directly related to the rise and fall of China’s socialist cause. However, the moral quality of some university students, especially the ones in the independent institute are not optimistic, where the case of the ethical misconduct often occur, which has become our universal concerns. The moral quality education in university is to help the college students to shape their scientific qualities, improve their self-responsible behavior. In fact, It is to shape their souls order for the awareness of the college students’ moral qualities to cultivate.The article first examines the status and crisis of the moral literacy of the college students, understands and reflects on the University Quality Education. With a deep investigation into the different understandings of the moral literacy and the phenomenon of the lack of the moral behavior of the students in kinds of aspects including to themselves, to their parents, to others, to their collective, to the social and so on in university especially that in the independent institute in a real life, after making a in-depth analysis from the personal, social, school, and family, it has shown that the root cause of the college students’ missing moral behavior is the weak consciousness of the moral quality and one of the important factors is the contempt of the moral literacy’s enhancement in the long term. Therefore, the research on enhancing the moral qualities of the college students is a subject with a significant theoretical and realistic meaning. Secondly, based on exploring how to enhance their own moral qualities facing the current change and conflict of the moral and ethical, the article interprets the connotation of moral literacy and elaborates the psychological mechanisms of literacy behaviors to expose the the necessity of upgrading the moral literacy. Finally, viewing the enhancement of the moral qualities of the college students in Jilin Province as the fundamental purpose of the quality education in the university, after explaining the status and orientation of the education of the moral qualities in the university especially in the independent institute, the paper illustrates the fundamental purposes, ideas and content of the quality education, and explores the final strategy of the enhancement of the moral qualities of the college students by learning from domestic and international experience. The main content of this paper is divided into four parts:The first part of the paper describes why Jilin in Jilin Province of College Students in moral qualities enhance the status of the study, research background and significance of the study.
