Along with China’s economic development and the deepening of reform and opening up, increasing number of rural surplus labors have been separated from the land and come to the city to seek the broader employment opportunity. They form a special group in the city called Migrant Workers. According to the survey of State Statistical Bureau to68,000countryside inhabitants and the migrant workers in the more than7,100administrative villages of31provinces, in2009the total quantity of national migrant workers is229,780,000and there are145,330,000migrant workers which are going out in that. Compared with last year, the migrant worker total quantity increased4,360,000, grew1.9%. Most migrant workers in cities are engaged in low-end, hard, dangerous work, but their living conditions are unsatisfactory. The income of most migrant workers is very low in cities and they often occupy the indefinite institutes. Because of the lack of urban household registration status, they also can not enjoy the social security like the urban residents. Some business owners use their characteristics of low levels of education and legal awareness and deprive of their rights which protected by legal. In addition, the migrant workers also frequently receive city people’s all sorts of discrimination. Migrant workers become an indispensable component of the modernization of the cities, meanwhile, many factors cause migrant workers crime, and these seriously affect the stable development of our cities and the building of a harmonious society in China. Therefore, Studies and solves of the problem of migrant workers crime have a great significance to reduce and elimination of migrant workers crime, protection of migrant workers’legitimate rights, coordination of development between urban and rural, acceleration of the construction of modernization and urbanization, solution of the "three rural" issue and safeguarding of social harmony and stability.
