Zhangjiakou is a remote city of Hebei Province,80%of whose counties are national poverty and development focus Counties. It has been a relatively backward region in education over the years. Zhangjiakou City has carried out adjusting the layout for rural compulsory schools since2006, more and more rural school-age children leave shabby premises to bright and spacious classrooms. The implement of adjusting the layout for rural compulsory schools expands the size of schools, improves school efficiency, better school conditions and teaching quality, which makes a greater contribution to the development of rural education. However, some counties complete the closing and merging school dogmatically for the purpose of the school layout plan in the police implement process, which makes a part of rural primary and middle school students into a new dilemma,"it is far, difficult and expensive to go to school for rural students". It hurts the educational interests of the farmers’ children who live in scattered and remote areas, so that vulnerable groups in society have to bear the policy consideration of adjusting the layout for rural compulsory schools, causing a lot of problems worthy of study and reflection.The paper researches on the development process of adjusting the layout in Zhangjiakou, Hebei Province, based on school field trips and typical. It does a deeper study by use of literature interviews and empirical research, focuses on sorting out the process of adjusting the layout for rural schools and exploring the way to corrective and perfect the policy, finds some successful experience and effective way to the scientific development of rural education, strives to make new feasibility proposal to standardize the layout of compulsory education in rural areas, and explores the scientific development trend of rural education.It is divided into six parts: The first part is introduction, includes the main reason of selected topic, the significance of the study, the literature review for existing research, and makes an explanation on main content, research method, article writing ideas and innovations;The second part elaborates the inevitability and evolution process of adjusting the layout for rural school policies, sorts out this policy process from the beginning to suspend the policy that helps us recognize the rationality of the original purpose;The third part is the background, processes and effects of the implement of adjusting the layout for rural schools in Zhangjiakou. Overall, adjusting the layout for rural schools promotes the rational allocation of education resource, improves the condition of rural schools, benefits the majority of rural students;The fourth part is the effect evaluation of adjusting the layout for rural schools policy in Zhangjiakou, the analysis of the problems and the measures in the implement process;The fifth part gives suggestions on principles and norms should be complied in adjusting the layout for rural schools, clarifies principles and proposes corrective measures on adjusting the layout for rural schools;The sixth part is conclusion, it points out that the deficiencies of the study, the direction and content of further research, I wish more and more people can concern about the future of rural and rural education.
