In Chinese teaching reform process, there is a growing emphasis on the development of teaching resources, especially the important value of the local culture, which shapes individuals in society from the psychological, spiritual, character, and many other aspects. Ningxia, which has a reputation as the Southern Frontier, is rich in local cultural resources, and provide convenience for local language teaching. In Chinese teaching, taking advantage of the Ningxia local culture reasonably for Chinese teaching in junior middle school, will not only help to improve the students’ language literacy, but also help student to develop the emotion of loving their home.The paper is divided into three parts:The first part outlined three aspects of local culture. The first is to define the concept of culture, local culture and regional culture. Then it analyzed the theoretical basis and practical value of the local culture in the development and utilization of Chinese teaching in junior high school. Finally, it introduced four general principles and three main methods of the local culture resources development and utilization. The second part introduced three aspects of the Ningxia local cultural resources, history and folk customs, ancient literature and modern literature. The third part investigated Chinese teaching strategies of implementing the local culture resources. The first is the teaching reading strategies:creating atmosphere of reading with the use of local cultural resources and carrying out curricular reading with local literature and texts are good methods to carry out curricular reading. Thematic reading, exchanging reading experience and result are good methods to carry out extracurricular reading. The second is teaching writing strategies:local culture accumulated material creation; writing to read and promote the use of the use of the Ningxia local literary and artistic resources. The third is the oral communication teaching strategies:local culture to make up for the lack of textbook design; combination of local culture and resources of selected articles; utilize local cultural creation of oral communication teaching situation; local culture to carry out oral communication teaching practice. The forth is the Chinese integrated learning comprehensive study teaching strategy:a clear language integrated learning teaching objectives; combination of local resources in the analysis of teaching materials, analysis of the learning situation based on the scientific design activities; orderly conduct of the practice of language learning activities.Chinese curriculum standards of compulsory education issued in2011by the Ministry of Education pointed out that "language teachers should attach great importance to the development and utilization of curriculum resources, a creative way to carry out various activities to enhance students ’language learning in a variety of occasions to improve students’ language literacy, awareness of language, through a variety of ways." Based on this requirement, combined with the actual teaching of Ningxia, combining the Ningxia local culture with the local junior high school language teaching will achieve a win-win promote the local culture and teaching reform effect. This study is in order to provide a theoretical basis for the development and utilization of local junior school Chinese teaching in Ningxia local culture and the implementation of the recommendations.
