The Research On Social Support Network Of Rural Five Guarantees Of Elderly

Five Guarantees are the important part of the China’s rural social relief. In1956Five Guarantees policy was made by the state council and the Regulations for Rural Five-Guarantee Work has issued in1994. Since its amendment in2006, Five Guarantee work has undergone more than50years and has been improved year by year. However, with the development of social economy, some new problems and challenges come into being. Considering the fact that the network is supported by society, the writer makes a research on how Elderly Five Guarantees are supported by networks and gives some advice and suggestions on completing the social supporting network, in the hope of meaningfully complementing the current research and furthermore,This thesis uses qualitative research methods to study the process of supporting the elderly. The study found that even though the level of support for the elderly has improved as compared to before and that social support networks have also become perfect however, due to the uneven development of a variety of networks, lack of coordination and communication between each other, it has resulted in a lot of defects in the elderly social support networks. Government plays a major role as the main social support network, not only in the development of relevant laws and regulations but also as the main source of funds for supporting the elderly, but with the increasing aging of the population and increasing cost of supporting the elderly, this has lead to an increase in the government’s financial burden, and as a result the spiritual care and support for the elderly is often ignored. Society organizations, relatives and friends serve as auxiliary support networks because maintaining relationships depends on social morality. Because of the lack of corresponding legal responsibilities, the stability for supporting the elderly is very weak and seriously non-institutionalized. As a result, to improve social support networks, there is need to reduce their points of weakness, strengthen their strong points, at the same time investing in the main network, strengthening of inputs in the spiritual care of the elderly, auxiliary networks should be actively involved in the five guarantees support of the elderly. Social organizations should use their own capital to alleviate the pressure on the government, Friends and relatives should play to their own strengths, to strengthen the relationships involved in supporting the elderly in the promotion of a healthy spiritual life for the elderly.In conclusion there is a need for coordination between the two networks, to develop their strong points, achieve a good point of balance, and lay a solid foundation for a social network that supports the elderly.
